Anbei übermitteln wir Ihnen die Einladung zu einem VOSTA-Freitagsseminar von Janek Wasserman, University of Alabama mit dem Titel "Austrian Economics: echt wienerisch or Made in the USA?" Termin Freitag, 30. Oktober 2015, 11.00 Uhr Ort Geldzentrum der OeNB (OeNB II) Garnisongasse 15, 1090 Wien Veranstaltungssaal, 3. Stock Abstract This lecture examines the transition of the "Vienna School" from its pluralist origins in Austria to its "revival" in the United States. The paper chronicles how selective appropriation of Austrian ideas-primarily from Ludwig Mises and Friedrich Hayek-by free-market American activists produced a fundamentally different Austrian Economics, one which is defined by its politics as much as its economics. This paper maintains that by restoring more Austrian economists to our discussions of the school, a richer patrimony appears. It will therefore investigate the ideas of Oskar Morgenstern, Gottfried Haberler, Fritz Machlup, and others alongside those of Hayek and Mises. It also explores the dense network of affiliations around the Austrians--universities, institutes, and organizations--that made the Austrians such an intellectual force in the mid-twentieth century. The Austrian Economics that emerges from this revised picture is one that has enduring relevance not only for the economics profession, but also for our understanding of the Austrian and American past and the "neoliberal" present. Over the past 30 years, more than 160 registries started to collect data in Belgian hospitals, laboratories, private medical practices… These registries are known for their heterogeneous data collection methods and information models, low transparency and high administrative burden. Often, the same information is recorded multiple times by the data providers, resulting in a high costs for data providers. Some of the registries lack privacy and security measures. Furthermore, most data providers receive no or little return on information. Since 2013, the national “Action plan eHealth 2013-2018” prioritizes the consolidation and standardization of the scientific registries. A new department “healthdata.be” within the Scientific Institute of Public Health (WIV-ISP), funded by National Institute for Health and Disability Insurance (INAMI-RIZIV), was created to coordinate this reform of the registries. The department also actively facilitates (in terms of technology and process management) the data exchange between healthcare professionals and researchers according to “only once” principle and the re-use of data, in order to increase public health knowledge and to adjust health care policy, with respect for privacy of patient, healthcare professional and medical confidentiality. The mission of the project is to reduce the administrative burden of clinicians so that they can spend more time for their patients, resulting in higher quality of care, and that researchers have more time for the analysis and interpretation of the data, resulting in a higher quality of research. Also, the cost for the creation and the maintenance of new patient registries supporting public health policy should decrease significantly. Since September 2015, the healthdata.be platform went into production and started to collect data for the Belgian Cystic Fibrosis Registry. Introducing human capital depreciation during unemployment into an otherwise standard New Keynesian model with search frictions in the labour market leads to the finding that the flexible-price allocation is no longer constrained-efficient even when the standard Hosios condition holds. This is because it generates a composition externality in job creation: firms ignore how their hiring decisions affect the extent to which the unemployed workers' skills erode, and hence the output that can be produced by new matches. Consequently, it might be desirable from a social point of view for monetary policy to deviate from strict inflation targeting. But quantitative analysis shows that although optimal price inflation is no longer zero, strict inflation targeting stays close to the optimal policy. We are looking forward to seeing you! We find that access to bank credit helps firms to adopt existing products and production processes that are new to them. They introduce these technologies either with the help of suppliers and clients or by acquiring external know-how. We find no evidence that bank credit also stimulates firm innovation through in-house R&D. This suggests that banks can facilitate the diffusion of technologies within developing countries but that their role in pushing the technological frontier is limited. [cid:image001.jpg@01D10040.7A2C5E10] Podiumsdiskussion REMINDER Sinn und Unsinn von Wirtschaftsprognosen Die Prognose von Konjunktur und Wirtschaftsentwicklung gehört seit langem zu den zentralen Arbeitsbereichen wirtschaftswissenschaftlicher Forschungseinrichtungen. Ihre Bedeutung kann gar nicht zu hoch geschätzt werden: wirtschafts- wie sozialpolitische Maßnahmen beruhen auf Prognosedaten, und insbesondere für demokratische Gesellschaften handelt es sich um eine zentrale Schnittstelle ökonomischen Expertenwissens und der breiten Öffentlichkeit. Das IHS liefert seit rund 40 Jahren eine der beiden zentralen Prognosen in Österreich - ein vierteljährliches, mit hoher Aufmerksamkeit bedachtes Ereignis, das wesentlich zur wissenschaftlichen Profilierung des Instituts beigetragen hat. Ebenso selbstverständlich, wie die Ergebnisse für politische, bürokratische und mediale Schlussfolgerungen herangezogen werden, werden sie aber auch in Zweifel gezogen. Wie exakt sind die Vorhersagen? Welche Vorannahmen liegen der ökonomischen Modellierung zugrunde? Welcher Darstellungsmethoden bedient sich die Prognose, und welche Effekte - intendierte wie nicht intendierte - hat sie? Diese Fragen zu diskutieren heißt, die Prognosetätigkeit zu optimieren, aber auch, sich ihre Möglichkeiten und Beschränkungen klar zu machen. Die Veranstaltung bietet Raum für diese Reflexion: Ausgehend von zwei Impulsreferaten, die jeweils eine spezifische Sicht auf das Phänomen der Wirtschaftsprognose werfen, werden Prognostiker und Rezipienten von Prognoseergebnissen aus Wirtschaft und Politik mit dem Publikum diskutieren. Der wirtschaftspolitische Sprecher des IHS, Dr. Helmut Hofer, wird als Gastgeber durch den Abend führen. 19. [cid:image001.jpg@01D10040.7A2C5E10] Podiumsdiskussion REMINDER Sinn und Unsinn von Wirtschaftsprognosen Die Prognose von Konjunktur und Wirtschaftsentwicklung gehört seit langem zu den zentralen Arbeitsbereichen wirtschaftswissenschaftlicher Forschungseinrichtungen. Ihre Bedeutung kann gar nicht zu hoch geschätzt werden: wirtschafts- wie sozialpolitische Maßnahmen beruhen auf Prognosedaten, und insbesondere für demokratische Gesellschaften handelt es sich um eine zentrale Schnittstelle ökonomischen Expertenwissens und der breiten Öffentlichkeit. Das IHS liefert seit rund 40 Jahren eine der beiden zentralen Prognosen in Österreich - ein vierteljährliches, mit hoher Aufmerksamkeit bedachtes Ereignis, das wesentlich zur wissenschaftlichen Profilierung des Instituts beigetragen hat. Ebenso selbstverständlich, wie die Ergebnisse für politische, bürokratische und mediale Schlussfolgerungen herangezogen werden, werden sie aber auch in Zweifel gezogen. Wie exakt sind die Vorhersagen? Welche Vorannahmen liegen der ökonomischen Modellierung zugrunde? Welcher Darstellungsmethoden bedient sich die Prognose, und welche Effekte - intendierte wie nicht intendierte - hat sie? Diese Fragen zu diskutieren heißt, die Prognosetätigkeit zu optimieren, aber auch, sich ihre Möglichkeiten und Beschränkungen klar zu machen. Die Veranstaltung bietet Raum für diese Reflexion: Ausgehend von zwei Impulsreferaten, die jeweils eine spezifische Sicht auf das Phänomen der Wirtschaftsprognose werfen, werden Prognostiker und Rezipienten von Prognoseergebnissen aus Wirtschaft und Politik mit dem Publikum diskutieren. Der wirtschaftspolitische Sprecher des IHS, Dr. Helmut Hofer, wird als Gastgeber durch den Abend führen. 19.
