Giovanni Mellace<https://sites.google.com/site/giovannimellace/> University of Southern Denmark Relaxing monotonicity in the identification of local average treatment effects Abstract: In heterogeneous treatment effect models with endogeneity, the identification of the local average treatment effect (LATE) typically relies on an instrument that satisfies two conditions: (i) joint independence of the potential post-instrument variables and the instrument and (ii) monotonicity of the treatment in the instrument. We show that identification is still feasible when replacing monotonicity by a strictly weaker local monotonicity condition (given marginal potential outcomes). We demonstrate that the latter allows identifying the LATEs on the (i) compliers (whose treatment reacts to the instrument in the intended way), (ii) defiers (who react counter-intuitively), and (iii) both populations jointly. Furthermore, (i) and (iii) coincides with standard LATE if monotonicity holds. We also present an application to the quarter of birth instrument. paper jointly with Christian M. However, the empirical evidence on the effects of these legacies is scarce. In this paper, we exploit a natural experiment that took place in the Indonesian democratic transition: the mayors of the Soeharto regime were allowed to finish their five year terms before being replaced by new leaders. Since mayors' political cycles were not synchronised, this event generated exogenous variation on how long the agents of the old regime remained in their position and, hence, on the degree of control that they exerted during the democratic transition. The results suggest that districts that had an old-regime mayor for longer exhibit worse governance outcomes and tend to vote more for Soeharto's party. These effects persist several years after the old-regime mayors are no longer in office. The results are consistent with the hypothesis that slower transitions towards democracy allow the old-regime elites to find ways to capture democracy in the medium and long run. (paper jointly with Priya Mukherjee) Persuading a Heterogeneous Audience (Andriy Zapechelnyuk) Abstract: We study Bayesian persuasion of a heterogeneous and privately informed audience. An example is a competitive market for a good with negative consumption externalities (e.g., cigarettes) in which a benevolent government can design an educational campaign about a payoff-relevant characteristic (e.g., the health risks of smoking). We allow for targeted persuasion in which the government can provide different information to different consumers and public persuasion in which all consumers are exposed to the same information. We establish equivalence of targeted and public persuasion, characterize optimal persuasion rules, and consider several applications. I estimate an index of overall financial conditions and use it to determine the relevance of the financial sector as a transmission channel for remittances to affect economic growth. The index brings together information from existing measures, reflecting size, depth and efficiency of the financial sector. It is created by means of an unobserved components model. I show that the more financial development in a country, the smaller becomes the impact of remittances on economic growth and it can even turn negative. For countries with weaker financial markets there is a positive effect, but significant only at the earliest stages of financial development. The effect becomes negative in the third quartile of financial development. These results hold irrespective of the measure of financial development included, but are most profound in case of the created index. This means that estimates based on proxies might be slightly biased. I also show that countries with both low levels of remittances and financial development should first focus on developing the latter, while migrants' transfers become important for growth if the country has a moderate level of financial development. The importance of agglomeration economies” Abstract: This paper analyses the location choice of German investors in the Czech Republic based on a unique dataset covering all Czech companies with a German equity holder in 2010. The identification of the regional determinants of foreign direct investment (FDI) location is an important regional policy issue as FDI is supposed to improve the labour market conditions of the host region. Using a nested logit approach the impact of agglomeration economies, labour market conditions and distance on the location choice decision is investigated. The main result of the paper is that apart from a low distance to the location of the parent company the attractiveness of a Czech district for German investors is mainly driven by agglomeration economies. Besides localisation economies the agglomeration of German companies in a region plays a decisive role. The importance of labour market characteristics differs between investment sectors, sizes and periods. These results hold irrespective of the measure of financial development included, but are most profound in case of the created index. This means that estimates based on proxies might be slightly biased. I also show that countries with both low levels of remittances and financial development should first focus on developing the latter, while migrants' transfers become important for growth if the country has a moderate level of financial development. The importance of agglomeration economies” Abstract: This paper analyses the location choice of German investors in the Czech Republic based on a unique dataset covering all Czech companies with a German equity holder in 2010. The identification of the regional determinants of foreign direct investment (FDI) location is an important regional policy issue as FDI is supposed to improve the labour market conditions of the host region. Using a nested logit approach the impact of agglomeration economies, labour market conditions and distance on the location choice decision is investigated. The main result of the paper is that apart from a low distance to the location of the parent company the attractiveness of a Czech district for German investors is mainly driven by agglomeration economies. Besides localisation economies the agglomeration of German companies in a region plays a decisive role. The importance of labour market characteristics differs between investment sectors, sizes and periods.
