November 2023, 17 Uhr Institut für Höhere Studien, Josefstädter Straße 39, 1080 Wien, Hörsaal E02 ________________________________ Zur Veranstaltung Jahrtausende lebte der Homo sapiens unter extrem egalitären Bedingungen, die durch Teilen von Ressourcen und politische Gleichheit zum Ausdruck kamen. Dieses egalitäre Erbe lässt sich auch heute noch nachweisen. Der Vortrag dokumentiert diesen Egalitarismus und zeigt, dass sich Menschen durch drei globale und fundamental unterschiedliche Typen von Verhaltensmotiven charakterisieren lassen, die bedeutende Folgen für Wirtschaft und Gesellschaft haben. Das Institut für Höhere Studien lädt herzlich zur diesjährigen Heinrich-Neisser-Lecture ein, am Montag, 20. November 2023, um 17 Uhr. Zu Gast ist der im deutschsprachigen Raum seit Jahren einflussreichste und vielzitierte Ökonom: Ernst Fehr, Professor der Mikroökonomik und experimentellen Wirtschaftsforschung an der Universität Zürich. Nach der Eröffnung durch den Präsidenten des IHS, Franz Fischler, und den Wissenschaftlichen Direktor des IHS, Holger Bonin, wird Ernst Fehr einen Vortrag über „Das menschliche Streben nach Fairness und Gleichheit“ halten. ABSTRACT: We examine the emergence and consequences of urban slums along a country’s path to urbanization. Based on salient evidence from Brazilian labor, housing, and education markets, we study the interaction of slums with structural transformation and inequality. Urban slums are an intergenerational stepping-stone only for the lowest educated, explaining their emergence and persistence over time. In the past slums might have helped with Brazil’s human capital formation but at least since 2010 slums are a hindrance. Countries that missed the opportunity to improve rural schools and avoid the formation of slums should target improving schools in the slums. Der massive Ausbau erneuerbarer Energietechnologien – Sonne, Wind, Wasser sowie Biomasse und Biogas – soll die zeitnahe Transformation des Energiesystems ermöglichen und ist damit ein wesentlicher Hebel im Kampf gegen die Klimakrise. Dieser Ausbau stellt sowohl für die Wirtschaft als auch für den Arbeitsmarkt und den ländlichen Raum einen beträchtlichen Impuls dar. Der Haken dabei: Bei den dafür benötigten Arbeitskräften besteht schon jetzt ein Engpass, Tendenz steigend. Der Fachkräftemangel zählt demnach zu den größten Herausforderungen bei der Umsetzung der Energiewende. Wie und woher bekommen wir die benötigten Arbeitskräfte? Welche strukturellen Veränderungen, beispielsweise im ländlichen Raum und am internationalen Arbeitsmarkt, zieht der Ausbau der erneuerbaren Energieträger nach sich? Die Verhängung von Sanktionen hat zu einem erheblichen Einbruch im Handel geführt, mit einem Rückgang der EU-Exporte nach Russland um 40% und der österreichischen Exporte um 19%. Bemerkenswert ist, dass Russland die wirtschaftlichen Kosten dieser Sanktionen trägt, wie durch einen signifikanten BIP-Verlust von dauerhaft 7,9% verdeutlicht wird. Diese Analyse zeigt die tiefgreifenden Auswirkungen von Sanktionen auf die internationalen Handelsbeziehungen sowie die wirtschaftlichen Einbußen des sanktionierten Landes, in diesem Fall Russland. Förderpreis für Frauen in der Wirtschaft | Verlängerte Einreichfrist 15.11.2023 Im Rahmen des Kompetenzzentrums „Forschungsschwerpunkt Internationale Wirtschaft“ wird der „FIW Award“ als Förderung für exzellente Nachwuchswissenschaftlerinnen im Forschungsbereich International Economics ausgeschrieben. Der Preis richtet sich an qualifizierte Wissenschaftlerinnen bis zu einer Altersgrenze von 35 Jahren, die PhD-Thesen an einer österreichischen Universität im Bereich „International Economics“ verfasst haben oder an österreichische Staatsbürgerinnen, die ihre Abschlussarbeit an einer Universität im Ausland verfasst haben. Der „FIW Award“ hat das Ziel, hervorragende Forschungsarbeiten von Frauen sichtbar zu machen und zu prämieren. Frauen sollen damit motiviert werden, eine wissenschaftliche Karriere einzuschlagen. It will incorporate regulations into a multi-country general equilibrium framework with firm heterogeneity and variable mark-ups. The research models regulations as a fixed cost that any firm selling to an economy must pay, consistent with stylised facts that are presented. It is demonstrated that, in the presence of variable mark-ups, the fixed cost generates a positive spillover effect on the rest of the world, as it induces entry of high-quality firms and it improves the terms of trade of the non-imposing countries. The author argues that the benefits of such regulations are not fully realised under non-cooperative policy settings, leading to a call for international cooperation in setting regulations. The research estimates the model and applies its gravity formulation to quantify the global welfare consequences of altering regulatory policies, the extent of the positive externalities across countries, the effects of cooperation, and the comparison with further tariff liberalisation. The analysis reveals that the entry of new high-quality firms, rather than changes in terms of trade, serves as the main quantitative driver of international spillovers. The imposition of sanctions has led to a significant slump in trade, with EU exports to Russia falling by 40% and Austrian exports by 19%. ABSTRACT: Economic research on gender gaps in preferences and economic outcomes has identified gaps with respect to sex-a binary classification as either a "man" or "woman." We investigate the value of incorporating a continuous measure of self-reported gender identity into economics by exploring whether gender identity correlates with variation in economic decisions and outcomes beyond the explanatory power of binary sex. We validate a novel and simple measure of continuous gender identity (CGI) that correlates with measures used in gender research outside economics. We employ this validated measure in five datasets (N=8,213) measuring several dimensions of economic preferences and educational and labor market outcomes. Our results yield mixed evidence that CGI correlates with economic behaviors and outcomes when accounting for binary sex: CGI has little relationship with incentivized preference measures, but is correlated with a number of unincentivized preference measures and with educational choices and labor market outcomes that are stereotypically associated with females. Our results suggest that incorporating self-reported measures of gender identity may have some value for understanding economic behaviors and for targeting policy. Time and venue: September 26, Tuesday, 11.15am – 12.30pm, in B505. Abstract We study the equilibrium effects of the S dimension of ESG in a model of imperfect competition in labor (and product) markets. All else equal, a profit maximizing firm can benefit from adopting ESG policies that give a competitive edge in attracting workers; `Doing Well by Doing Good' applies in our setting. ESG policies are strategic complements, and in equilibrium, they are adopted by all firms resulting in higher worker welfare but lower shareholder value. Thus, profit maximizing firms benefit from coordinating on low impact ESG policies, raising anti-trust concerns from the adoption of industry-wide ESG standards. A purposeful firm (led by a socially conscious board) benefits from such ESG policies, and imperfect competition between purposeful firms obtains the first best in equilibrium. Thus, the social purpose of the corporation is a panacea to excessive market power. More broadly, our analysis relates the adoption of ESG policies to the nature of competition between firms and their model of corporate governance. [Eventlogo] Webinar with Prof. Slavo Radosevic Institutionalising experimentation in innovation policy: challenges and solutions in upscaling Dear Sir or Madam, We have the pleasure of inviting you to a webinar with Prof. Slavo Radosevic, UCL School of Slavonic and East European Studies, which the Austrian Productivity Board will host on 11 October 2023. Title “Institutionalising experimentation in innovation policy: challenges and solutions in upscaling” Abstract The webinar addresses one of the major weaknesses of transformative innovation policy: the lack of solutions for institutionalising experimentation beyond pilots. To address this issue, we explore a) pilots and policy labs as two potential approaches to experimentation, b) the issue of institutionalising experimentation in the regional context through individual agencies or bottom-up, self-organised stakeholder involvement, and c) methodological issues in implementing partnerships for regional innovation (PRI). In our argumentation, we draw on the experiences from the EU regional innovation policy, particularly from the Slovenian research and innovation partnerships (SRIP) and regions in Denmark, the Netherlands and Sweden. Although they are cases from institutionally different contexts, they are all explicitly or implicitly grounded in the ‘learning networks’ approach. Our analysis suggests that: a) pilots and policy labs as the mainstream institutional solutions to experimentation, at least in the context of the EU regional innovation policy, face serious challenges, b) transformative regional policies require complementary national or regional government-facilitated approaches complemented by bottom-up driven partnerships for regional innovation, and c) organisationally these partnerships can build on the accumulated experience of network-based programs. We provide tentative advice on how policies should be designed to increase the chance of upscaling.
