Dear colleagues, The Department of Economics cordially invites you to the WU Economic Research Seminar (Department Seminar) on Wednesday, April 25, with Georg Kirchsteiger (Université libre de Bruxelles) on "Endogenous Repeated Cooperation and Surplus Distribution ‐ An Experimental Analysis" Abstract: This paper investigates how endogenous group formation combined with the possibility of repeated interaction impacts cooperation levels and surplus distribution. We developed and tested experimentally a Surplus Allocation Game where the cooperation of four agents is needed to produce a surplus, but only two agents have the power to allocate it among the members of the group. Different matching procedures were used to test the impact of exogenous vs. endogenous group formation. Contrary to commonly hold beliefs, the possibility of repeated interaction with the same partners per se did not lead to higher average cooperation levels and more equal (on average) allocations of the surplus, but to a self‐selection of agents into groups with different life‐spans, correlated with the behavior of both distributors and receivers. We developed a behavioral model based on a few straightforward assumptions which captures the dynamics observed in the experimental data, sheds light into the rationales that drive the agents’ individual behavior, and allows us to understand how group duration is linked to different agents´ characteristics. Our model suggests that the most generous distributors are those acting for fear of rejection, rather than for true generosity. Moreover, the groups lasting the longest (and the most efficient ones) are those composed by this type of distributors and “undemanding” receivers. This new great divergence originates from the different policies pursued in the transition from a command economy. Russia applied a ‘big-bang’ doctrine with rapid price liberalisation at its core. In contrast, a policy of experimentalist gradualism manifested in the dual track price system laid the foundations for China’s economic success. But China came close to implementing a big bang in the 1980s and the gradual approach was defended in a fierce reform debate. The talk sheds light on this critical crossroads of the 1980s. First, it is shown how exchanges between Eastern European émigrés and Chinese reform economists, which were facilitated by the World Bank, bridged previous reform debates in the socialist world with China’s first attempts of the early 1980s. Second, the economic logic underlying the alternative pathways of ‘big bang’ and gradualism are analysed. It has the potential to improve the design and implementation of fiscal policy, but it also creates new challenges. The analytical chapter of the IMF’s April 2018 Fiscal Monitor [http://www.imf.org/en/Publications/FM/Issues/2018/04/06/fiscal-monitor-apri…] first analyzes improvements in policy implementation with illustrative examples on tax compliance and spending efficiency. The analysis suggests that adopting digital tools could increase indirect tax collection at the border by up to 2 percent of GDP per year. In the future, digitalization could also help governments track down taxes on wealth sheltered in offshore financial centers, estimated at 10 percent of world GDP. On the spending side, country case studies show how digitalization can play a role in improving social protection and the delivery of public services. Today, the five US giants plus Alibaba and Tencent are the most valuable firms in the world. The increasing centrality of digital platforms for organising competition, work, and value creation is changing the balance of power between labour and employer and within a variety of supply chains. Not only do we have the salient cases of work contracting platforms such as Upwork and services platforms such as Uber and Lyft, but also there are new opportunities for generating income such as the Airbnb, app stores, YouTube, and beyond. Remarkably, even when workers are not displaced, platforms such as Yelp and TripAdvisor affect the work and management process. Digital platforms are also transforming the dynamics of competition in a wide variety of industries from services, logistics and finance through entertainment and music. I explore these dynamics and speculate how inter-firm competition might be impacted particularly as the platform giants become increasingly intertwined in all social and economic life and can leverage their existing power to enter yet other value-creation opportunities.
