Abstract Focusing on services firms and services trade in Austria, this paper provides new insights into the firm level employment effects of import competition at the industry level and its interactions with firm heterogeneity in productivity and size. We use firm level data from the Austrian Social Security database (ASSD) and apply a two part model that permits an integrated treatment of firm exit and firm growth and the resulting net changes in employment within a specific service sector. The results imply that higher levels of international competition increase the probability of firm exit and decrease employment growth in surviving firms with the impact inversely related to firm productivity and firm size as predicted by theory. In addition, we find that the geographical source of import competition is important, as the impact of trade on job creation are highest when trading partners are Central and Eastern European countries. Furthermore, the results imply that employment changes due to firm exits contribute an important part to the overall trade-induced change in employment and emphasize the importance to integrate the impact of firm exits into the analysis of employment impacts of trade. Abstract Kaleckian authors tend to find that economies are in a wage-led demand regime, meaning that a higher wage share tends to speed up economic activity, while Marxian and post-Keynesian authors influenced by Goodwin tend to find that economies are in a profit-led demand regime. The presentation avoids econometric technicalities and provides instead a historical perspective that goes back to the 1970s. This hopefully will help to bring some light on the more recent controversy over the existence of profit-led or wage-led demand regimes. Some emphasis will be given to the existence of overhead labour costs, which have been mostly neglected in the literature, and hence to the distinction between managers and ordinary workers, and thus to the rise in wage income inequalities. Speaker Prof. Marc Lavoie holds a Senior Research Chair at the University Sorbonne Paris Cité, University of Paris 13 and is emeritus professor at the University of Ottawa, where he was teaching for 37 years. He has published many articles on monetary theory and policy, growth theory and macroeconomics in general. In 2014 he has published a book, ‘Post-Keynesian Economics: New Foundations’, providing a synthesis of post-Keynesian approaches. He also published an ‘Introduction to Post-Keynesian Economics (2006), ‘Foundations of Post-Keynesian Economic Analysis (1992), as well as ‘Monetary Economics: An Integrated Approach to Money, Income, Production and Wealth’ (2007) with Wynne Godley. Tax can lead consumers to internalise these externalities. We study optimal corrective taxation in the alcohol market. We allow for the fact that the externality generating commodity (ethanol) is available in many differentiated products, over which consumers might have heterogeneous preferences, and that there may also be heterogeneity in marginal externalities across consumers. We show that, if there is correlation in preferences and marginal externalities, setting different tax rates across products can improve welfare relative to a single tax rate on ethanol. We estimate a model of demand in the UK alcohol market and numerically solve for the optimal tax rates. Moving to an optimal system that taxes alcohol types at different rates would close half of the welfare gap between the current UK system and the first best. BELYI University of Eastern Finland, Centre for Climate Change, Energy and Environmental Law Abstract Last year was marked by a surprising privatisation deal in Russia’s oil and gas industry, between Rosneft and a Glencore-Qatar consortium. It demonstrated the ability of sanctioned companies to bypass the most harmful effects from restrictions on financial flows. The strategy of the buyers, in particular Glencore, whose past has been characterised by business in sanctioned states, remains unclear. As for the Russian hydrocarbon industry, can short-term financial solutions provide a way out of the sanctions predicament? In answering this question, important medium- and long-term problems need to be outlined, such as a deteriorating image abroad and weakening access to more innovative technologies. Filiz Unsal (International Monetary Fund), mit dem Titel "Macroprudential Policy, Incomplete Information and Inequality: The Case for Developing Countries". Termin Freitag, 10. März 2017, 11.00 Uhr Ort Oesterreichische Nationalbank Otto-Wagner-Platz 3, 1090 Wien Veranstaltungssaal, EG Abstract In this paper, we use a DSGE model to study the passive and time-varying implementation of macroprudential policy when policymakers have noisy and lagged data, as commonly observed in developing countries. The model features an economy with two agents; households and entrepreneurs. Entrepreneurs are the borrowers in this economy and need capital as collateral to obtain loans. The macroprudential regulator uses the collateral requirement as the policy instrument. In this set-up, we compare policy performances of permanently increasing the collateral requirement (passive policy) versus a time-varying (active) policy which responds to credit developments. Results show that with perfect and timely information, an active approach is welfare superior, since it is more effective in providing financial stability with no long-run output cost. If the policymaker is not able to observe the economic conditions perfectly or observe with a lag, a cautious (less aggressive) policy or even a passive approach may be preferred. However, the latter comes at the expense of increasing inequality and a long-run output cost. The results therefore point to the need for a more careful consideration toward the passive policy, which is usually advocated for developing countries. ESPAnet Austria – CALL FOR PAPERS 1. Forschungskonferenz Sozialpolitik 20.-21. April 2017, WU Wien Einreichfrist bis Freitag, 3. März 2017 verlängert. Wir möchten Sie hiermit herzlich zur ersten Konferenz von ESPAnet Austria – einem Netzwerk von SozialpolitikforscherInnen in Österreich – einladen. Die Konferenz findet von 20.-21. April 2017 an der WU Wien statt. Call for Papers Mit dieser Forschungskonferenz soll ESPAnet Austria etabliert werden (Näheres zum Netzwerk siehe unten). Wir laden etablierte ForscherInnen ebenso wie NachwuchsforscherInnen (Doktorats- bzw. PhD-Studierende) sehr herzlich ein, sich am Call for Papers zu beteiligen und Abstracts zu ihren sozialpolitischen Forschungsthemen einzureichen. Ziel dieser Forschungskonferenz ist es, den multidisziplinären und interdisziplinären Austausch in der Sozialpolitikforschung zu fördern und Kooperationen in der Sozialpolitikforschung über Disziplinengrenzen hinweg zu unterstützen. In diesem Sinne laden wir KollegInnen aus den unterschiedlichen Fachdisziplinen ein, ihre theoretischen oder empirischen Arbeiten in einem multidisziplinären Umfeld zur Diskussion zu stellen. Besonders auch junge ForscherInnen werden ermutigt, ihre Arbeiten einzureichen. Dear Sir or Madam, We have the pleasure of inviting you to the 80th East Jour Fixe of the Oesterreichische Nationalbank (OeNB) on the topic of "Bulgaria and Romania - 10 years after EU accession", which will take place at the OeNB in Vienna on March 31, 2017. The East Jour Fixe was initiated by the OeNB in 1991. It is a high-profile policy discussion forum on economic reforms and developments in Central, Eastern and Southeastern Europe (CESEE). Participants come from diverse backgrounds and present academic, political and other professional expertise to a selected audience. The 80th East Jour Fixe will focus on developments in Bulgaria and Romania since EU accession. Session 1 will deal with macroeconomic developments since EU accession with a special focus on the financial sector and monetary policy. Session 2 will then shed light on the progress on judicial reform, corruption and organized crime in the framework of the cooperation and verification mechanism and on the implementation of EU structural and investment funds. Session 3 is devoted to some specific EU-related aspects that are of particular relevance for the catching-up process: FDI, trade and labor mobility. Please find the program attached to this e-mail.
