Abstract The presentation will focus on two thematic analyses of the Annual Report of 2024. The first is the contribution of non-market services to productivity growth of the economy. In the absence of market prices for non-market services, it is not possible, based on national accounts alone, to construct a measure of the productivity of these activities of the same quality than the one for market activities. Therefore, we propose to look at other quantitative and qualitative indicators to better monitor the evolution of the contribution of these services to the economy as a whole. Given the importance of human capital in productivity growth, we focus our investigation in the context of this report on education. A second theme explored in the 2024 report focuses on the impact of artificial intelligence (AI) on productivity growth. Expectations are high, but does AI truly have the potential to revive sluggish productivity growth? And how does Belgium perform in terms of AI-adoption? In conclusion, we examine the most important barriers to AI-adoption and identify some key policy levers to fully realize the benefits of this new technology. Abstract: This paper investigates the situation of liberal democracies using a dynamic model originating from biology, the Holling type III functional response, augmented by negative external effects, between two groups in a society, the elite and civil society. Although we start from observations and basic questions as posed by Acemoglu and Robinson in their work on the "narrow corridor", our approach delivers a greater variety of dynamic behavior and additional insights into challenges for liberal democracy. We analyze the dynamics of an uncontrolled system, a system with one-sided control by the elite, and a game model with strategic interactions between the two groups using dynamic systems theory, bifurcation theory, optimal control theory, and dynamic game theory. A low prevalence of negative effects between groups, a low inequality of initial endowments, and a low discount rate of future events are helpful for establishing a liberal democracy. Somewhat unexpectedly, the competitive dynamic game model seems to grant slightly better chances for democracy, thereby questioning the idea of Thomas Hobbes' "Leviathan". Ten of these are in the Europe and Central Asia region and have joined the European Union. Another 20 in the region have become more prosperous since the 1990s. However, their transition to high-income status has been delayed. This reflects partly a slowdown in structural reforms at home and partly the challenges associated with a deterioration in the global environment. The concern has emerged that many countries in the region may be caught in the middle-income trap, a phase in development characterized by a recurring deceleration in growth and by per capita incomes that are systematically below the high-income threshold. To ensure that these countries overcome the obstacles to growth and achieve progress toward high-income status, policy makers need to make the transition from a strategy driven largely by investment to a strategy that is supported by the importation and diffusion of global capital, knowledge, and technology and then to a strategy that complements these with innovation. The report Greater Heights: Growing to High Income in Europe and Central Asia relies on the 3i strategy described in World Development Report 2024 - Investment, Infusion, and Innovation - to propose policy options to assist middle-income countries in Europe and Central Asia in the effort to reach high-income status. The key changes involve the need to discipline incumbents, boost the role of the private sector, strengthen the competitive environment, and reward merit. In *celebration* of the *10th anniversary of the OeNB Visiting Professorship*, we are proud to present a special discussion under the title**/*"Geopolitical Risks: Challenges for Financial Stability, Central Banks and Academic Research". */OeNB Visiting Professor *Javier Suárez* and OeNB Governor *Robert Holzmann* will provide insights into these emerging risks and their impact on central banks, financial institutions, and the broader economy. Global financial markets are under significant pressure: Geopolitical tensions, economic uncertainties, and regulatory changes pose major challenges for central banks, financial institutions, and policymakers. While cyber risks to financial markets are increasing and geopolitical developments are affecting capital flows and market stability, European banks are facing additional competitive pressure due to expected deregulations in the United States. At the same time, massive public investments in defense, infrastructure, and climate protection require new approaches to sustainable financial policy. Dear colleagues, The Department of Economics cordially invites you to the WU Economics Research Seminar on Wednesday, March 26th, with Joan Llull (IAE-CSIC) on "Selective Immigration Policies and the U.S. Labor Market" Abstract: While immigration of unskilled workers often generates controversy in the political arena, there is often more consensus in favor of selective immigration policies. This paper studies the effects of selective immigration policies on the labor market. High skilled immigration introduces two potentially confronting forces on labor market prospects of native workers: first, it increases the competition for skilled jobs, reducing labor market opportunities, and, as a result, reducing native incentives to invest in human capital; second, it increases productivity through spillovers and technological progress. I pose and estimate a labor market equilibrium dynamic discrete choice model that can account for these effects. The estimated model is used to evaluate the labor market consequences of the two most important skill-biased immigration policies in recent U.S. history: the introduction of H-1B visa program in 1990, and the elimination of the National Origins Formula in 1965. I also use the model to simulate the level of selectivity of immigration policy that maximizes native workers' wellbeing.
